Enabling works for Bradfield City Centre will deliver roads, services, and other amenities needed for the future development of Bradfield City Centre

The Stage 2A Enabling Works, cover a site area of approximately 38 hectares of land within the Bradfield City Centre.

The works involve delivery of new master planned roads, streetscape works, civil works and public utilities to be delivered in a staged construction, scheduled to be completed in 2025.

Quick facts

  • Cut and fill of over 150 000 cubic metres of material
  • 4 kilometres of road lanes, paved with recycled asphalt containing recycled waste products such as plastic bags, glass, rubber tyres and coarse material sweepings from roads diverted from landfill
  • 8 kilometres of active transport, including dedicated cycle and pedestrian paths
  • On-street parking for 178 cars
  • 4 kiss and ride points, 3 taxi and 2 bus bays, adjacent to Bradfield Metro Station
  • 600 trees for the streetscape
  • The use of green concrete for all in-situ concrete elements
  • In-ground services such as potable, recycled and waste-water; electrical and fibre network communications for future mixed-use development lots
  • Provision for 132kv electrical transmission supply

The proposed work is an Activity that is permitted as development without consent under Part 5, Division 5.1 of the Environmental Planning and Assessment Act 1979 (EP&A Act) in accordance with Chapter 2 of State Environmental Planning Policy (Transport & Infrastructure) 2021 (TISEPP).  

A Review of Environmental Factors (REF) (PDF, 5.8 MB) has been prepared by a suitably qualified independent planning consultant and in accordance with the EP&A Act, Environmental Planning and Assessment Regulation 2021 (EP&A Regulation). The REF demonstrates that the proposed Activity poses no significant risks to the environment, threatened species, populations, ecological communities, or their habitats, and falls within the scope permissible for a Part 5 approval.  The Authority’s delegate has approved the REF (PDF, 127 KB) subject to mitigation measures.
